Talk to Master Virgil at Rune Castle Town who starts the second part of the Noblesse quest.

is given to Master Virgil in Rune Castle Town items that one was already used to start the second half, so that tells me I do not qualify.

is your sub 65? I think it has to be 65 in order to start the 2nd half...

you are either a quest thtat involves this NPC, or you don't meet this NPC's minimum quest requirements.

When you talked the first time with Virgil you give him the Virgil's Letter item, that is necessary for the quest and once you aborted the quest the item is not returned to you.
I spawned the item to your inventory. I hope this fixes your problem.
