Basic equip

I just went to nearly every city twice trying to find basic equip past C-Grade. I only found shadow b-grade weapons.

Server features says: Basic equipment shop up to S

Is that information outdated or did I just completely miss the shops?

You can find b grade items in the Luxary shop in Giran. There is also an NPC shop in the middle of town that sells A grade and normal S grade.
