This mob is usually found in the Stakato Nest, but due to our geo data, mobs sometimes find there way above or below where they should be. I'm sure he was just coming outside for some fresh air. ;)

This happens regularly wherever there are some "underground area" as z variable on the same x/y spots as "open areas" lower lvls. This happenned on retail too and it is apparently a geo-data glitch I was told that seems very hard to fix. Like in Cruma Marsh (where you get lvl 50+ mobs from the cruma tower in zone 30- or-so in the marsh) or in dark elven forest (where you get mobs lvl 76+ from Dark Omens in a zone supposed to be 15-20).
Best course of action is try to stay clear of the area of aggro of those mobs, as there's very little a GM can do about it, excpet maybe delete them every time they appear and are reported.
