Can't use mail system

Hello.
I have weird bug on one of my chars. I can't use mail system no matter which town I try. I'm getting a message that I cannot send mail in non-peace zones. This bug appeared yesterday, I thought maybe I just need to restart the game or PC, but today this bug is still there. Despite that I can open the mail box, I can't open any mail, or send anything.

Ok I managed to fix it with Jana's help. To anyone who will meet this bug in the future, just enter to any not-town location and use soe.
