Yes it is a bug, they appear in the floor, we think it's still functional but we are working on it to make them spawn on the air.
If you have problems and you can not get them or finish the quest please contact me with PM and we will see what we can do.

While we are working on this, please send me a PM telling me what items do you need to complete the quest, I will talk to the rest of the staff team and see if we can give these items, I'm sure we can because as you say on that thread, these items are not obtainable.
