Instance reuse time, Summoner use

Hi,
Seed of Infinity and Crystal Cavern gives exactly 24 hours penalty, but i think they should be like normal instances and finish when server reset at 06.30(i think). 
Other thing when playing as summoner and use any skill of summoner, system chat keep saying "command channel must send blabla you must be party leader to use channel" and that freezes the summoner character. Thanks for your time.
