Does the castle owners actually set manor here? i have been trying to locate seeds for days just as it resets in several towns but there is none to buy

It really depends on the days. There are periods when the castle owners seem to put much more seeds/crops offers, but it seems the past few days mostly Oren, Goddard, and Rune manors have been somewhat active manors, sometimes more marginally Aden and Gludio. I have almost never seen the manors of Dion, Giran and Shuttgard being active personnally.
