You should read this first: http://www.l2vanir.com/rewards
It's explained step by step.

One thing you must know is that you must vote from rewards section in order to get reward points. When you have 400 points you need to go to your profile and send them to your game account. Then you can go to Giran and get Event Apiga. Note that 1 Reward Point = 1 Event Apiga.
