Proof of Aspiration issues

I am trying to follow a walk through for this quest. I got all the eggs and found Kurtz, but Kusto won't trade me the coin for the brooch:

7. Find Corpse of Kurtz; it is north of the entrance to Antharas' Lair (125K, 110K). Get 6 Mist eggs and a Brooch for his brother.
8. Talk to Head Blacksmith Kusto (Giran). He gives you a Black Anvil Coin for the Brooch.'

Am I missing a step or is this just not working?

Never mind, I had to go back to Giran(Martien), the Oren(Sir Gustaf), then talk to him.

The spiteful soul leaders are not dropping the quest item at the 10x quest item drop rate.

they do ... the drop rate is just SOOOOOOOO irritatingly low it takes hours sometimes =[

... another day another problem ...
