Some doubts

For example  drop rate x1, Arcane Guardian drop 1-3 tomes, your server drop rate x10, so should drop 10-30, but still drop 1-3. 
My killed mobs: Blind Huntsman 0-2 tomes, Blind Watchman 0-2 tomes, Arcane Guardian 1-3 tomes, Junior Summoner 1-3 tomes, Arcane Scout 1-4 tomes, Desert Scorpion 1-4 tomes, Wandering Caravan 0-2 tomes, chimera of wind 7 tomes, chimera of earth 5 tomes. Of course I spent in hb about 15-20 min. , I saw enough 
 

Hog, that doesn't work that way.

I will take Arcane Guardian as an example:
Arcane Guardian drops 1-3 tomes at 57%.
This server is 10x so 57*10 = 570% and this means that the min and max are increased 570% more.
So Arcane Guardian will drop betwwen 5-18, and should drop at least 5 always.

As I said Chimera of Earth, Wind and Fire are bugged and this is not applied, next restart will be fixed.

I understand your frustrations, but there is a way to tell us we've made an error in a much better manner. If no one tells us the tomes were not increased, we don't know to fix it. It's very easy to say, "Hey guys, think you forgot this. Thanks a lot." We as a team work very hard here for L2Vanir, and put in a lot of hours while still working full time jobs and living our lives. I love to see player suggestions, bug reports, and so many other things on this forum, but I would also like to see these placed with more respect. There is no reason to attack Ignis, myself, or any other member of the staff in a negative way. We are here to help you and make your game play enjoyable, so do us a favor and make it enjoyable to do our work.

As for the buffer, I see no trouble with adding VR to it, and it's something the staff has been discussing for a while. Not everything we do can be an instant fix, we'd be restarting the server 6 times a day. As for resist shock, that answer is very simple. No. These buffs are coming from already underrated classes. People want to play EEs and are having difficulty finding clans and groups. Adding more and more of their buffs to Sheila simply makes them even less desirable.

We've answered many topics on this post in a respectful manner, I hope you all can do us the courtesy of returning that respect.

 "People want to play EEs" you mean Chisen want to play, I see only him in EE olympiad ranking class, so maybe I want to play sws as main  can you remove reneval, champion, elemental songs from sheila. If I knew what you fix after restart, maybe I try fourth time to do clan quests and take clan hall or fortress, because they have stun ressist. Oh, wait, maybe changelog exist somewhere, I mean what change, what you fix after restart.
  So don't forget remove reneval, champion, elemental songs, do normal wc, ol, summoners, ws, es, pp buffs time, peaple want to play supports,sheila buffs 1h, all others buffs retail like, thanks a lot :)

  Hey, it's me again :D
One simple question, what's the point play as supports, when all buffs duration 1h? Only EE and SE can enjoy the game, another support class - useless. 
  One more thing, when you get cc from mobs, he remove only one buff. I don't test RB and players cc interesting how they works, similar as mobs or normal.

I read old posts in your forum and realized one thing, ppl who have rise some support have advantage to another ppl who don't have any support (new guys in server).In one of post Sterling said we dont put sirena dance in sheila buffer, but we are not prevented create your own bd and use him.
Realy smart way increase server community (50ppl), 1 new player + 5-8 box with him :)
All buffs 1h makes all support worthless, but you want to see more ppl playing support role with this broken system you can see supports only near gk. This is ridiculous, if you want to play here first you must rise about 2 box. so fun in x10 lwl up box.
 So plz reduce buff time all buffs which not in sheila buffer
