Steel citadel

Some ppl was trying to get in and try beleth in steel citadel and ancountered such problem. After deafeting tully they didnt get medal to go thourgh the next level of tower.. "everything is empty after" So beleth is not even possible here?.. When the quest is done there it is possible to go through the npc(make tp) to tully , they need run the way, but the npc should port them up.
